KARADIYANARU, Sri Lanka, 16 September 2015 (IRIN)* – Sri Lanka’s decades-long civil war ended six years ago, but it’s not over for many victims who suffered permanent injuries during the conflict.

Government soldiers can receive assistance packages for injuries sustained in service, including the continuation of salaries for those able to work at desk jobs, or long-term care in military-run facilities for those severely disabled. But there is no programme to help civilians and former Tamil Tigers who remain permanently affected by injuries during the war.

16 September 2015 – A political commitment to manage hydrofluorocarbons under the Montreal Protocol – a huge environmental success that agreed to phase out ozone-depleting chemicals – could be one of the biggest climate change wins in the lead-up to the December’s climate conference, says United Nations Secretary-General Ban Ki-moon.

“Let us ensure that we protect our climate the way we have preserved the ozone layer,” Ban said in his message for the International Day for the Preservation of the Ozone Layer, observed annually on 16 September.
“Not so long ago, humanity stood on the brink of a self-inflicted catastrophe,” he recalled.

A new report released on 16 September 2015 by the United Nations human rights office has identified patterns of grave violations in Sri Lanka between 2002 and 2011, and recommends the establishment of a hybrid special court to ensure that justice is served.

“Our investigation has laid bare the horrific level of violations and abuses that occurred in Sri Lanka, including indiscriminate shelling, extrajudicial killings, enforced disappearances, harrowing accounts of torture and sexual violence, recruitment of children and other grave crimes,” UN High Commissioner for Human Rights Zeid Ra’ad Al Hussein said in a news release.

A “heinous” attack against a camp for internally displaced persons (IDPs) in Yola, north-eastern Nigeria, where some 32,000 people have found refuge, was on 16 September 2015 strongly condemned today by an independent United Nations human rights expert.

“IDPs are amongst the most vulnerable persons and according to international human rights and humanitarian law they must be protected against any direct and indiscriminate attacks or other acts of violence against them or their camps or settlements,” Chaloka Beyani, the Special Rapporteur on the human rights of IDPs, said in a news release.
